If you are using multiple monitors, especially if they have different refresh rates, try setting whichever monitor you have the game on as the "main monitor" in your windows settings.
I playing in fullscreen with only one monitor that is full hd with a refresh rate of 60 Hz
So I have this same problem. I am running the same CPU and a 1070 ti oc'd a bit. Used to run at a full 200 resolution but due to some people struggling when I crank it up that high I went down to 100. Now I am at something like ~70.
It is almost impossible for me to see the drop in speed but it is noticed when all out of nowhere certain moves no longer work quite right and I have to adjust.
Most that I have asked have said it is just me and nothing is wrong, but I am nearly certain that there is something going on. I just haven't figured it out yet. If I do I will reply to this with a fix. I ask that if you find something please let me know
If it is not related CPU, it might be better to check Windows setting and performance optimization.
You can search like "2020 Windows 10 gaming optimization".
Task manager (Ctrl+Shift+ESC) should show CPU usage is less than 5% when any apps are running.
Better not run any other apps including Steam Client UI.
Chrome has default setting that it runs in background even after quit.
On PC we can do a lot of things, so I think it's worth to learn.
Console like PS4 is easier to use.
Ok I found a simple solution that worked for me and might help you too. I changed the vsync option to "on" and that solved the problem, for real.
I played around 1 - 2 hours some matches offline with different characters in different stages and all battles did ran fast, fluid and smoothly. In addition, I changed all the graphic options from "hight" to "maximum", still with 70 in scaling resolution and cero problems.
Never saw a problem like this be caused for the vsync, but just a switch from "on/off" solved it.
Maybe in your case that will help too.
I will try it just to verify on my end but I use a G-synvc compatible Acer monitor. So the 'compatible' is a little more than forcing a free-sync to get along with a g-sync and all that. Acers tech was born with nvidia before they got pissy with each other and split. But I will try that none the less and report back what I find.

I use wallpaper enginge, I have it set to disengage when a game launches and revert back to system set wallpaper. I decided on a hunch to fully close this and see if there was anything that changed. And like magic, all seems to be normal. I don't know if this was the master problem or just one of a few but I do believe running this in the background, even if it is set to minimize and 'stop' when a game launches will cause the use of resources that may tax a game that is frame dependent like SC

I have not tried wallpaper engine. Cleaner set up would be more enjoyable with SC6.
