2A and AA are your fastest pokes. 3K is note worthy for being med.
While crouching your only pokes are 2A for fastest and WR B for being mid and unjumpable.
A situation that's probably the standard rush down character's ground game is this. I knock you down next to me and if I do my move that hits you while grounded, you are forced to take the hit or block my attack.
Certain attacks lets you ukemi after so you can block but probably not the attacks you are complaining about.
In the situations where you're close up and can't ukemi, you just have to predict what your opponent will do and either stay on the ground, block low or block mid accordingly.
Also that's not a matter of your character being slow, the fastest character in the game wouldn't beat out these situations.
