they are made basing on matchups usually.
Its still early but some are quite clear.
The closest thing to what you said is when they nerfed raphael in soulcalibur V after Harada got destroyed against him at a tournament....despite he was already low tier.
They don t care about our whining they care about japanese whining .....

Most of the stuff is pretty self-explanatory, but Voldo is too ♥♥♥♥♥♥♥ weird and uncommon for me to actually reliably place. His framedata is good, but I do not see him nearly enough to actually make any sort of judgement on. Characters in the + categories I consider good enough to be the next tier up when played well, in the case of S+ meaning "Bordering overpowered, but not quite"
Okubo adressing of nightmare's issues was in the past tense, so while it's possible, do not *expect* an outright nerf, and any nerf he does receive isn't going to stop him from making people salty because he's only S+ tier in the mariana trench of skill level. If you understood how unsafe he was or how fraudulent his pressure is then you would understand why he's high risk high reward.
Don't worry for me i understand very well how to punish Nightmares, unfortunately as soon as Nightmare players get their as* handed to them somehow we magically lose connection.
That has been my experience fighting v Nightmare for at least the entire last month.
That doesn't change the fact that he comes with ludicrous damage for how easy he has it.
The only reason he's not on par with Sieg / Soph / Yosh / Raph etc is for the simple fact that he's not an RNG stand back up character.
In other words, not enough 50/50 guess or ded to be top tier. Which is also why a lot of people underestimate Astaroth.

Nightmare really has to respect his frames both in startup and in recovery, with his fastest moves being 16 frame startup at the fastest and being held back by execution he doesn't have a ton of ways to knock some characters out of their pressure strings. Revenge gives him solid wakeup game and lets him press his offense when he puts people into blockstun, but it's a terrible tool for getting the pressure off unless your opponent lets it happen.
This isn't to say he isn't really good, because as long as you keep the above in mind you can do terrible things to people you get a hard read on, but you can't just out and say he has it easy because he crushes people who don't understand that anyone with a 12f 5A or 2A can pretty much just mash out of blockstun every time and land a crapton of clean hits against a nightmare who doesn't know his stuff.
She has fast Start ups but her Ending delay is deadly for her
it's not just one move it's all of her moves XD

A (won some tournaments): Kilik, Mina, Groh, Yoshi (? not certain about him)
B (appeared in some tournaments top 8): Geralt, Nightmare, Astaroth*, Xianghua, Zasalamel, Soph.
C (never did anything good yet): everyone else...
Honorable mentions:
Raphael, Taki, Talim, Maxi appears from time to time but never makes it past lower places aybe maxi did something good but i don t follow him much.
This ignores prerelease tournaments due to being unreliable with lacking of frame and movesets knowledge.
If you want an online tier chart just look at players number and average points of top 20 for each style..
You will find yourself how clueless most of above posts tiercharts are....
Its like "hey i don't like this character so he is surely top tier" as always...
What i wrote is also unreliable... to have reliable charts we need matchup charts.
And even so a character with many supereasymatchup but few unfavourable against top tiers would be a bad choice since we saw how much the character do count in tournaments... but namco as always will kill a dying game with the usual confused balance patches that dont respect what we can clearly see...
Last patch was already an indicator with the most buffed character having just won a major tournament.
