cervantes is probably ambidexterus, as it is not easy to swordfight in your off hand, and it is just as hard to fire a pistol in your off hand.
Not realy, tho. He holds the sword in his right hand for some of his stances, as well as for his Critical Edge. Likewise, Siegfried does have soem attacks and poses where he holds the sword in his right hand, showing that he might be ambidextrous. However, most of his single-handed animation have him holding the sword in his left hand, it's most obviosu with his kicks.
Why would the claw be a problem, his strongest attacks involve using it.
He's not disabled like this guy:

Go to his gauge attacks, he does more than grabbing and punching with it. And like someone else mentioned, he holds the sword with the claw for his critical edge.
back in sc2, he had a GI-auto counter with it. the move it was seems to be part of his A string, with TC, now.
