That's his default hairstyle for his soul charge. You can use it in the CaS on males.

Have you ever actually got into the character creator lol? Once again, that's another hairstyle built in with two colors.

i thought all hair styles could be painted but it was just one of them.

I wish you could 2 tone hairstyles. It'd really improve like half of my Harley Quinn CAS outfits...
Hoping we get SCV's hair styles in DLC, there was a 2 tone pigtail in that mix would be great for Suicide Squad Harley.
