C/D: Libra of Soul unlocks more CAC clothing items?

Nope. Character creation / customisation is very limited in this game so far. Allegedly there might be more costume items coming in DLC but as it stands CAC feels like it was released unfinished; it could very well have been released that way intentionally to sell DLC as far as I know. Very disappointing regardless.

It seems the customisations are all locked behind DLC.

The part that sucks about it though is the writers not understanding how to write in RPG elements

This might very well be the case, considering ther'd be better results by directly porting the assets from SCIV or V.

Most outfit pieces have low polygon counts and/or just plainly don't fit right on the characters, especially the female fashions.

They didn't lock items behind DLCs to come intentionally, do remember that the game's budget was greatly limited and the developers focused on making the gameplay as fun and good as possible. Everything else was secondary and they did their best.

No really defending a corporation and more the franchise itself. If you make some research and not just compare SC6 with the past games you'll know that because of the mixed reception of SC5 and Lost Swords, it took a lot to convince Bandai Namco to greenlit SC6.
