No it goes to slow motion to make it fair if there is ♥♥♥♥ connection.
You need to enable steam fps counter and lower resolution and graphics settings until you get stable 60 fps (frames per second)

Did you ever figure out how to run it smooth on your laptop battery? Currently having this issue in my gtx 1080 laptop.
Managed to increase my framerate to 40 fps from 25 but now the game looks horrible
I usually change to lowest for Post Processing, which remove background blur.
Console does not have such issues. But for PC, we need to take care by ourselves.
Hardware performance lag add to network play in addition to WiFi lag.
You may need to set followings:
Control Panel > All Control Panel Items > Power Options
Set "High performance" on Battery mode.
And possibly "Game Mode" may need to be On.
Search > Game Mode

Isn't it pretty similar? I had Windows 8.1 though.
The game ran pretty smoothly with stable 60 fps in 1280x720. I tweaked some setting though, but it was quite OK, IMHO.

Now I have a better computer.
I guess it's due to fps wandering of smooth frame rate. I do not know what network this game uses. In my opinion that is only exclusively to Unreal Engine because the game performance is tied to your network speed which determines how much information is transferred. Maybe if both players set their network speed to max there would be less lag.
Try to unlock the framerate in the Engine.ini with:
[SystemSettings]

or
[SystemSettings]
bSmoothFrameRate=True
MinSmoothedFrameRate=59
MaxSmoothedFrameRate=60
or
[SystemSettings] or is it [GameNetworkManager] ?

No clue if this works or not.
Doesn't make sense to be a hardware issue when the times the game runs fine, it runs....fine.
I have an i7-8750H, 16GB RAM, GTX 1060, OS is on SSD, games on HDD.
But this isn't the issue as stated if was the hardware then the game would be slow every time but it's not - half the time runs perfectly.
