Game runs at smooth FPS, except everything is in slow-motion
So whenever I start a match or enter Creation, the game suddenly runs at half or a third speed or so. The framerate is peachy smooth, but everything is moving in slow-motion. It's very comical, but also kind of ruins the game.

This is not clearly affected by reducing the display resolution (e.g. from 1600x900 to 800x450).

What might cause this? Is it a compatibility thing? Driver issues maybe?

I suppose I should post the PC specs.

Windows 10 Home 64bit
AMD FX 6120 Six-Core Processor (3.5Ghz)
AMD Radeon HD 7400
10.0 GB RAM

The game goes to slow-motion because it loads the characters and stage and all the other game assets. The menu can run at 1000 frames if you like, it's just the user interface nothing gpu/cpu intensive, except for the character selection but it's only a small part of the game.

How much gpu ram do you have? Maybe you can boost it if you have shared graphics memory and not dedicated ram. Have you tried to start the game without any shaders? Updated your drivers and reinstalled DirectX afterwards? Updated your video codecs? Did you uninstall anything related to windows media packs in the past like the windows media player? You could uninstal the dual core optimization software that AMD likes to force upon us. Anyhow here is a little video that hopefully lets you deal with your issues better.

Is that a laptop you use or is that a pc? The only thing you have not mentioned in your specs is the PSU wich can be a bottleneck too. If that's a pc upgrading to 750ti or 1030 would be beneficial for you. And If it's a laptop then try to underclock it to see if the cooling is the issue. Try to stress test the pc with benchmark tools.

I have the same problem on a modern mid-range gaming laptop (Dell G3, NVIDIA 1050ti GPU) but ONLY when on battery. Adjusting settings in nvidia control panel hasn't fixed it. If on battery, the game runs super slow mo. Plugging in, it runs just dandy at 1080p. I can't figure out why the hell I can't force settings to allow it to play smoothly on battery.

Try setting your laptop to 'maximum performance' or a similar power setting in the NVIDIA control panel. It is quite normal for laptops to drop to a power-saving mode while on battery, and lose tons of performance. It cannot always be bypassed.

Gents, I have a i7 Intel CPU and a GTX 770MM Nvidea Graphics Card, so the base game for me runs at 20-30 frames but if I play with the ingame settings and set my GPU to high performance, I get 35 to 45 frames per minute, is there a way for me to boost my FPS to roughly 50FPS??

You need to enable steam fps counter and lower resolution and graphics settings until you get stable 60 fps (frames per second)

Did you ever figure out how to run it smooth on your laptop battery? Currently having this issue in my gtx 1080 laptop.

If it has Nvidia chip, I'd recommend let GeForce Experience set graphics settings. It seems setting decent.

I usually change to lowest for Post Processing, which remove background blur.

Console does not have such issues. But for PC, we need to take care by ourselves.

Hardware performance lag add to network play in addition to WiFi lag.

got a better setup now so I can run it at 60FPS but my graphics card went caput due to power failures so I am running it at low settings

Hmm… I had until recently:
AMD FX-4300, 4 cores, 3,8 GHz
Radeon HD 7770
8 Gb of RAM
Isn't it pretty similar? I had Windows 8.1 though.
The game ran pretty smoothly with stable 60 fps in 1280x720. I tweaked some setting though, but it was quite OK, IMHO.

I guess it's due to fps wandering of smooth frame rate. I do not know what network this game uses. In my opinion that is only exclusively to Unreal Engine because the game performance is tied to your network speed which determines how much information is transferred. Maybe if both players set their network speed to max there would be less lag.

Try to unlock the framerate in the Engine.ini with:
[SystemSettings]
bSmoothFrameRate=False

or

[SystemSettings]
bSmoothFrameRate=True
MinSmoothedFrameRate=59
MaxSmoothedFrameRate=60

or
[SystemSettings] or is it [GameNetworkManager] ?

No clue if this works or not.

I have this issue half the time I run the game.

Doesn't make sense to be a hardware issue when the times the game runs fine, it runs....fine.

I have an i7-8750H, 16GB RAM, GTX 1060, OS is on SSD, games on HDD.

But this isn't the issue as stated if was the hardware then the game would be slow every time but it's not - half the time runs perfectly.
