Robber and development card

Does development card and resource card combine ( for example: got 7 resource card and 2 development) so its 9 and I have to turn to bank 4 cards?

And second question is: can player who put on my hex robber steal from me development card?

Im asking those questions cause we play board game with friends and there is nothing in rules written about it.

1. When 7 comes, you count only your ressources, not the development cards.
It´s a board game. You have your ressources in your hand (hand cards) and count them.
Your development cards lie in front of you on the table. (Surely you take them with your hands to look at them:) )
In Cities&Knights you have action cards instead of . There you can have 4 action cards maximum, if you get a 5.card you have to give 1 back.
2. NO. can´t be stolen.
In C&K exist an action card named "Spy", allows to look into the action cards of another player and steal one. (The other will love you. :) )
English version must be really bad if nothing is written about it in rules. At the Catan-homepage www.catan.de is a side with many questions and answers. (Also in english, as I remember.)
