In Cities&Knights you have action cards instead of
2. NO.
In C&K exist an action card named "Spy", allows to look into the action cards of another player and steal one. (The other will love you. :) )
English version must be really bad if nothing is written about it in rules. At the Catan-homepage www.catan.de is a side with many questions and answers. (Also in english, as I remember.)
