Problem with Victory Point development cards

Playing the base game. I had 2 VP cards and at one point I had 9 points from Longest Road and settlements. Other players were still at 6/7 points. It did not automatically end the game and I lost because another player stole longest road and built a City.

I had the same issue with c&k.
Twice, i had 13 pts with some victory points cards and i didnt win immediatly, came the turn of the next player that got 13 pts as well and won the game !
How come he wins and i dont ???

You only win when you have 13 points, and it is your turn, so if you get a VP from defender of catan or progress cards that puts you to 13, you only win if you still have 13 points after rolling for your turn.

But the last game, it was my turn, i rolled the dice, i put a settlement that gave me the 13th point and i didnt win ... i kept my 13 pts until another player stole the longest road from me, got 13 pts, and won ...
