Report a translation problem
If you didn´t buy anything, you can only play single (against AI, 1game all 12hours) or freematch (against people, ever on the same map).
You can´t play multiplayer (against people, with variable maps). It´s not possible for you to start a multi game.
You can buy game and expansions, then you can start a game. But hadn´t bought anything is no explanation for your "I can´t place settlement"-problem.
I see 5 possibilities:
1. It´s a bug. Leave game and start again.
2. Remember the rules: Between 2 settlements has to be a free crossing. If you forgot that, play tutorial again.
3. You were in game, and hadn´t enough ressources for a settlement.
4. You were in game, had 5 settlements. More than 5 settlements are not possible, next you have to build up a settlement to a city, than you get a settlement "back" and you can build a new settlement. Don´t forget: Catan is an adaption of a board game, with limited game material.
5. You had started a single game, a seafarer scenario or cities&knights with seafarer.
In many of theese scenarios you have a "start isle", where you have to place your "start settlements". On other isles it isn´t allowed to place theese "start settlements". Perhaps you try to placa a "start settlements" on the wrong isle. (Through desert: Beyond the desert is like an "isle")
