If I buy the base game here on Steam, does it also count for my smartphone?

I think yes. You have an Catan Universe account, and you buy the game on your account. If you log in your account, you can play all you have buyed as often you want. Which gear you use to log in, that´s not important.
But: Look on this discussion side, and think about, if it is a good idea to buy this time.

Catan universe account counts across devices. Although I've not played it in a while due to the bugs, so they might have messed that up too since I last played.

yeah I've read alot about the bugs, but I didn't encounter any bug within 5 rounds I played so far. But I'm also just playing against ai

yeah I've read alot about the bugs, but I didn't encounter any bug within 5 rounds I played so far. But I'm also just playing against ai

All the bugs are on the multi player side. If you want to play multi player I recommend waiting for this to be fixed or the game to be de-listed. If you are ok playing AI 100% of the time it is likely worth it for you. The game is currently unplayable 90% of the time in multi though...

I wouldn't buy this game anyway because it's so buggy right now and the support don't seem to be able to do anything. Basically the game doesn't work properly.

I think I'm gonna buy it, cause I like the game, playing with AI is fun to me (and works for me) and if devs don't get money, they soon or later have no ressources to fix anything anymore ;)

save your money, its a complete gamble if the game will even work or not.
