What to purchase for 4 player scenario?

I'm trying to determine what and where I must purchase add-ons for the Free To Play Steam install that will enable online multiplayer games for four total friends. I assume my friends need to have CatanUniverse accounts as those are shown in the actual game's UI. It isn't at all clear what incremental purchases need to take place before my friends and I can play together. The F2P base game looks like the limit is 3 players only. Please advise...

this game is not like other online board games. in order to play with more than 2 friends you need to all have an account with the game and you must ALL buy the first expansion (base game board). In my opinion this game should have followed all the other online board game makers and made it that only one person needs to buy the pack for the entire group but they went with an approach that makes more money....
