Robber Not Working

I just got this game on steam so I figured I'd start with a game with AI on seafarers. Every time an AI or myself has rolled a 7, there's just a message that "Robber was blocked" and the robber is never actually moved. When I roll a 7 I'm not given a chance to move it. Is this intentional or a bug?

Only at "cities & knights" the robber will be blocked until the first barbarian attack. In seafarer games this should not happen, then it´s a bug.
If you choose the option "friendly robber" nowone can put robber on fields where players with 2 points settle, but you have to move the robber, he isn´t "blocked".
Sometimes in my games I´d wish what you describe would happens :)
