Report a translation problem
This can definitely cause the AI in single-player games to appear cleverer, but should not extend to these extremes you are describing.
I've added this for review by the dev team.
We always play custom match with 1-2 bots. It barley even plays the game and is only a blocker. The ai was way better before the last big update
I hope that this is not a glitch (having two folks and two AI's on standard game) and won't be removed or fixed, but - yeah - the AI is way more aggressive this way.
But in multiplayer the AI barely plays the game at all. I just played an entire match without the AI even building a single street. All it did was buy development cards and hoard resources.
Edit: and another match where the same thing happened. The AI does everything except build streets. It upgrades cities, engages in trade, plays cards, builds knights if you're playing with CaK, but it refuses to build even a single street.
