You most likely played the scenario "Harbormaster". The Harbormaster rewards the building of settlements and cities at the harbor intersections. A settlement or city located at a harbor intersection is worth 1 or 2 harbor point, respectively. The first player to have 3 harbor points receives 2 special victory pots for being the "Harbormaster". Due to the special rules the games also ends at 11 VPs.
