Not sure where you check what settings you started campaign with, but apparently if crew veterancy is what triggers ship XP development over the course of a campaign I must of checked it!
Edit: I noticed the highest I've got a ship is Elite, is that the highest or are there additional levels to advance to?
Veterancy will advance faster when you manually play a battle, although there will be some advancement even when you "auto-resolve." It's always a good idea to use veterancy. It a very good option other than using officer buffs.
Officer selection in different specialties and later opportunity to "buff" (advance) them work together to give you the most effective ships and crews possible.
(PS. Just remember, if you do use veterancy, the Cylons will also become stronger over time.)
Might just give'em all a go now, after all it's really the core of the game loop.
Not playing them is a bit like playing Total War and auto resolving all the tactical battles. I mean i know people do it, but it's a bit daft because the strategic layer is just there as the set piece for the tactical battles, same with xcom.
