If you’re not playing the Base campaign combined with broken alliance then you won’t have access to it.
The second support ship is the defender, which is unlocked in the Ghost Fleet offensive expansion and is only usable in the ghost fleet offensive and armistice campaigns.
Huh... that's a strange choice. I would've expected there to be at least one or two support ship choices in the base game, with DLC adding more. But then the more I see of the campaign the more it seems filled with strange choices.
