Actually I do have 1 officer from Caprica:Spoiler: Silas Nash commanding Galactica. But I didn't recruit him, he came with Galactica.
Been playing since August and never recruited a Caprican.
As long as Caprica is an active colony (has not defected), there's a chance an officer will be in the recruitment pool for it. However, the same goes for all the other colonies, which could explain why so few Capricans get into the pool in late games.
The Colonial Fleet is not the only military organisation. At the time of the game, each of the colonies still maintains their own department/ministry of defence. Their confidence in the Colonial Fleet, which is essentially a federalized military, is displayed in how well fortified they are. Which is why it's also not unlikely to consider that colonies would consider their own military, rather than Colonial Fleet.
Thank you and Anthony for looking into this. It has been nagging me for a while.
All of the colonies are fortified, and Daedalus is normally in orbit around Caprica or Tauron... though if I have to build ships sometimes it jumps to Picon.
Still it is good to know that it is a possibility that Caprican's might eventually pop up. Most of my save games are around the high 200 turns mark. Maybe I'm just missing them when they do pop up.

Current BA campaign on Admirsl level has most of the officers from Libra, Aquaria, Tauron
I let as many Colonies waiver as possible, while still maintaining 6/6 for a Quorum.
I made sure Caprica was one of the 6 - an active colony.
The other colonies were Tauron, Gemenon, Picon, Aerilon and Saggitaron.
The four Helios Alpha planets all had fleets foritfying them and keeping them in Quorum.
The two other planets had mission markers, which seemed to have the same effect.
At the end of almost every turn, 1 officer is added to the top of the recruitable list/pool.
I observed and recorded the planets from which officers spawned.
Letting colonies defect certainly had the impact of not recruiting officers from colonies which defected.
In the 200 turns I ran this for I listed a possible 187 officers.
All officers were drawn from five colonies (Tauron, Picon, Saggitaron, Gemenon and Aerilon).
With respect to Anthony's code checking, and other users comments that they have in the past had capricans - I don't think the code is working.
I'll keep trying but if someone could show me a screenshot of caprican's in the pool / officers in your fleet – I'd feel less frustrated by this.
If I lose every colony, apart from Caprica.
The turn after the 2nd last colony defects, a Caprican will appear in the pool.
I'm going to try and re-establish the alliance, and see if Caprican's continue to appear in the pool once other planets rejoin.
That is my experience also Deathmasterl.
As I said in my post above, if I only have Caprica then I get officers from Caprica.
After any other Colony joins the Colonial Fleet though, they then seem to prevent Caprican officers from being added to the pool. As a result, after hundreds of turns/hours of gameplay - Normally the only one I get is the mission reward.
