so an unstable planet offerers less then a concerned or steadfast
hostile fleets in orbit reduce the fortifaction which if it gets low changest the planet stability and so on so a high stability/fortifaction planet will take more turns before dropping a level.
really need to devs to drop in with the info here coz im not a fan of digging through code to get information from a game that should offer it easily.
