The Black Watchmen has an even lower player count (4.3 average, 14-16 peak according to SteamCharts). People will likely want to play again if there's new content. 'Til then, they just move on to other stuff.
I mean, first, this is kinda a niche genre. A hacking simulator based around problem solving and detective work doesn't exactly have the same mainstream appeal as an FPS.
Second, the last content update was in June 2019. As a narrative-driven game, NT4 doesn't exactly have much replay value. Everyone who is interested in games like this has already finished all of the existing ♥♥♥♥♥♥♥♥ content.
Third, the last developer communication was in May 2020. That would be bad enough, but it also promised more content "in the coming months", which never materialized. Combine radio silence with (seemingly) abandoned plans to produce new content for the game makes a lot of people think the game has either been finished or abandoned.
The only saving grace is HiveMind, and even then the tool for creating your own level is locked behind a paywall, and of the existing player-created levels out there, many are either ridiculously hard, low quality, or just abandoned halfway through.
All that said, people *will* understand that the pandemic has shaken things up, and creating new content is difficult - but the radio silence doesn't look good. Saying *something* to show players that you're still thinking about the game would go a long way.
