Report a translation problem
First of all, Quill is not that much into rebellion as he is more of an independent rogue. Sure, he can get to Rebel HQ and he may help them from time to time, but I don't think he associates with them that much. Actual Rebel would not have much reason to distribute forged documents among people. And in fact he would help Rebels to have much better forged validation stickers than one found in railway station.
As a rogue, Quill had no problem escaping the train regardless of your actions, most likely utilizing chaos there. Later into story, being a rogue and angering Bulb, he most likely fled Rebel HQ and tried to disappear into city, until heat dissipates.
What happened after that is mystery, but my version is that while in city, his luck finally run out and he was captured by police. Possibly because either Bulb's men were after him, or perhaps because of tightening security in streets. Given that Quill was probably circulating forged documents for quite some time, it is only logical authorities were after him despite being small fry and once captured, they decided to send him to the plant.
At this point it is important to remember, that although you are the Enforcer, you are definitelly not the only force keeping order in the city. We do not know if police force is only the three forgotlings we see and rest is handled by validated forgotlings or if police has many other officers we don't see, but that is irelevant here.
Back to the point, Quill, once captured and sent to the plant may have intentionaly wanted to stay there. Keep in mind he needed to lay low until heat dissipates and only then try to escape. This explains why we see him separate from other prisoners, trying to convince guard for better job. (As a side note, it is also possible Quill surrendered to authorities wilingly, thinking the plant is better than being subjected to Bulb's wrath). Unfortunately for Quill, there his luck run out second time.
Now aside from story, when you think about it, authors needed to kill in front of you some character you have relation to, to provoke your emotional reaction. They needed someone with criminal background so you do not think Bonku started killing regular forgotlings (yet). And it had to be somone non essential for the rest of the story. This pretty much means that unless you want to create completely separate character (for which you need to create separate story etc.), you can pretty much only use Quill or perhaps Jinx.
