Report a translation problem
If you have a character playable in that playset in 1.0, you can use that character. no questions asked.
If you have a character playable in more than one playset in 2.0 or 3.0, then you can use that character, no questions asked, in their native playset. othewise, you need to collect the token.
If you have a character that is not native to any of the playsets, but is otherwise playable in them (Read: 'Star Wars Rebels' characters), you have to collect their respective tokens.
If you want to just screw around in toybox, then you can use any character, no questions asked.
it is no different on the console versions, I'm sure.
