Glitch? Found all Possible Seals, Still Cant progress TODD

Hey does anyone know if this is a glitch or im just being a dummy?
Ive talked to EVERYONE so Far, Upgraded the SGB with todd, Found the 4 seals and got the achievement Devour. yet when i talk to todd he only mentions Charlie, but then tells me to come back later, and it still says look for more supernatural hotspots but i cant find anymore!
*Spoilers*
so far, I gotten the one from mrs, Rosenburg, The 2 in 502, the tree house, even the one in the kitchen and charlies old apartment! so...dafuq?
Someone please tell me if im missing something.
Do I need to restart?
Ps. I have the footage of all the hotspots i found so far caue im doing a lets play.
But right after that is when i went back to todd and got nothing..
