Population stuck at 2000

I'm not sure how to increase my population past 2000. My office buildings seem to all be stuck on 400/1000 workers as well. I have 10 houses so my max population should be 5000 I would think. They each say +500 pop.

Hi! This is because one of the road tiles have been destroyed in the commercial district (top right). When a road is destroyed it stops the population changing as nobody can move between the districts (hence why there are no cars in your screenshot)!!

OK, thanks. Do buildings need to be touching roads?
