How to launch configuration tool?

Hi, I want to play this game with Japanese voices and English subtitles an menus. From what I understand so far, I can 'right click on the game in my Steam library to open the configuration tool' which should allow me to change the settings to my preference.

However, right clicking on the game doesn't give me the option to open the configuration tool, only 'Play', 'Add to Favorites' 'Add to > + new collection' 'Manage > Add desktop shortcut, browse local files, hide this game, uninstall' and 'Properties...'

So where is this configuration tool to be found???

Never mind, I just found out!

Good to know that you found out how to do so.

For the benefit of all other players out there, here is how you can do so:
1. Go to Library.
2. Click on the Game Title.
3. Click on the [PLAY] button.
4. A dialog will appear to ask whether you would like to launch the game or the Configuration Tool.

The game can also be launched from the Configuration Tool after you are done tweaking with the options.

It has literally never asked that.
