I totally disagree with everything in Stabbey's comment. Millium is one of the very best characters. And Jusis is far more annoying and irritating than she. So is Machias for that matter.
Sometimes, apparent feelings of annoyance are not secretly covering up feelings of affection. Sometimes they're actually sincere expressions of annoyance.
As for Jusis and Machias, I think they fall more into the category of "Vitriolic Best Buds". They might now see themselves as worthy rivals, but I don't get any hints of romantic affection between them.
Thats different with Millium, aside from her beeing somewhat annoying she was also send by Osborne and infiltrated a key military struction of House Albarea. Jusis ire is understandable given the situation
