I guess you're in the very first area, right? That's just a story prologue, the game is going to give you a proper tutorial for actual combat, complete with in-game help pages you can refer to later.
The short version is that the chance for unbalance is highly influenced by the type of attack the weapon does, and the enemy's susceptibility to it.
There are four types of attack:
Slash - What it implies - a slashing attack across a target as if with a blade.
Thrust - an attack which goes straight in.
Pierce - A projectile attack such as an arrow or orbal bullet impact.
Strike - Heavy, or powerful impact.
Each character has a weapon which deals at least one of those types of damage, and that weapon is rated on a scale: -, D, C, B, A, S, with S having the highest chance to unbalance a susceptible enemy.
Each enemy has a star rating from 0 to 4 stars, with 0 being the least susceptible and 4 being most susceptible.
Rean has 'S' rank in slash, and a '-' in every other attack type. If Rean hits an enemy with 0 stars in their Slash stat, Rean is not going to be able to unbalance it at all. If Rean hits an enemy with 4 stars in their Slash stat, he'll be able to unbalance them pretty much every time.
