Bear in mind all characters have some slots(either 2 or 3 I think) that can only be filled with the proper element. For example, Rean has a slot that require fire quartz and 1 requiring a time quartz. Other elements can't be put there. Elliot has space and water etc etc
In ages past, having fewer lines meant having longer ones, which let you use stronger arts. It gave caster types an advantage.
Trails of Cold Steel wrecked that system and dumbed-it-down to an unbelievable degree. But they also left in a small tiny shadow of the old system with the type of line restriction which you are talking about, even though it doesn't make any sense to have that within the new Cold Steel system.
I think they probably put that line restriction into Cold Steel solely to pretend like the bad new system is a bit like the old & great one, even though it isn't really.
In contrast, in the previous 5 games, line restrictions made a lot of sense, because the whole entire system in those games was designed around forcing the player to struggle to accommodate many various different line restrictions simultaneously.
But with Cold Steel, they might as well have simply removed the line restriction that they left in, in order to be congruent with how they threw out all the nuance and depth and complexity that originally made line restrictions a good concept when that general idea was implemented much differently & better in the earlier games.
Cold Steel's Quartz setup is not "dumbed down" in any shape or fashion. If anything it feels entirely like Dragon simply failed to comprehend how it works. Which would suggest he's either low IQ or that the system is simply not as simple as he tries to claim it is.
If anything, I feel the Cold Steel system is VASTLY superior and allows for far more customization as you're not required to hit random unknowns in order to benefit.
It makes perfect sense why lines have restrictions... and the Cold Steel Quartz lines work fabulous as each characters amount of lines are geared towards the type of combat user they are. Physical fighters have more lines which means more status effect quartz can be used. Strong Arts users have less lines.
More Lines = More ailment and stat boosts can be used.
Less Lines = More EP.
Removing the line restriction would be dumb as hell and defeat the entire purpose of the Quartz system.
But.. Dragon hasn't played the games nor owns them... so yeah... that's practically all that needs to be said.
