Can't decide if you're trolling or just determined to miss out on great experiences, but either way: your loss. To not even know of Falcom beggars belief; Ys and Xanadu were two of the most influential RPG series in the early 80s... they've been around forever.

I figure this out too, not worth the money they want for the game. I refunded it.
Very few games are fully aspect ratio agnostic. UI elements often are designed with specific ratios in mind and will not scale properly; either important details would be occluded by cropping, or distorted if stretched.
While I completely agree with you that all aspect ratios should be supported, the reality is that most games do not, and instead only support the most common ones. A port is not "bad" because the reasonable decision was made to allocate resources elsewhere, rather than fully redesigning the UI to support arbitrary aspect ratios.
Most games that don't fully support 16:10 still allow you to select 16:10 resolutions (source: I can't think of a single game in my library that doesn't support 1920x1200, except for games so old they don't even support widescreen, and Trails of Cold Steel).
The game is perfectly happy to run at arbitrary resolutions and aspect ratios with letterboxing, precisely as you requested. Just edit the resolution in settings.xml (c:\users\<username>\appdata\local\TrailsofColdSteel1\settings.xml). Easy.
The game doesn't support 16:10 resolutions, and can't be made to do so.
