That said, you also require a high link level, so it's tricky to have more than 4 or 5 possible event partners in a casual first playthrough, even if you meet the other requirement for several more.
Another note, if you're just looking to get the achievements, you can make a save prior to the dance (there's a save screen following the concert, and announcement of the winning class), choose a link partner, Alt-F4 after the achievement pops, then reload the save to choose a different character.
Either way, it's impossible to get all the achievements in one gameplay (one could save during before using the festival tickets and then backtrack from there, always using different characters, but I think the EXP necessary for it to unlock might be too high to achieve without some serious grinding.)
