1. Nothing you do to your local steam files will erase a thread on the forum.
2. Try verifying the game files. Using steam. You seem to be using really convoluted repair techniques.
3. The problem is actually very clear but you’ve somehow managed to navigate around it. You need the correct version of the file. You’ll only find the from a true fresh install. Meaning you need to let steam reinstall the game. The reason I’m suggesting this is there is no way you’d need to manually add the game to steam if you were installing it via steam.
1. If I navigated away from the page I was typing on to go back to my library, it certainly would erase a forum thread not yet posted because it would never be posted.
2. I already did that, that's what I was referring to.
3. I already did that. I may have skipped over it, but I'm pretty sure that I mentioned I've installed everything again. If I didn't, I'm mentioning it now. I have in fact reinstalled the game, as well as the DLL files individually.

If you don’t use the back button, this is true. You are however perfectly able to post a thread, check, and then edit your post after.
Just so you know, “reregister” is the wrong terminology here and it completely makes it sound like you did something else. (Reregistering files is what you do when you migrate files out of the folder and then put them back in or tell Steam to scan alternative folders for game files.)
Anyway, if you have verified the files, the registry behind the file may be the problem. (Patches will not fix this.)
A number of things can be done to clear this. The simplest being rebooting between uninstalling and reinstalllng and launching the game again.
Well I stated that I didn't know what it was called, and I admit I'm not skilled at navigating the steam forums. That being said, I've already done that.
"en reinstalled them fresh and restarted. " was supposed to apply to reinstalling the game as well. There have been several reinstalls and restarts of both the game and the files, in varying combinations.
This DLL is a game file right?
"Msvcp100.dll" is the exact file the error says is missing or inaccessible to the game. I've both googled it and asked my friends with experience, it is Visual C++. It does not say a specific version.
I do know that all my other games which require the newest version or lower do actually function just fine, as I checked them. That would suggest that the file is fine, was fine before I reinstalled it, and is fine after.
The fact that it's a Visual C++ File should explain why I've "navigated around" what I apparently needed to do. The problem appears to be with the game itself accessing this file, which can happen for myriad resons, however the game isn't being specific enough would be my best understanding.
Any troubleshooting steps I haven't undertaken I would be happy to attempt.
That's literally the first link that comes up when you google just about anything with that dll and missing in the search. I've already done all of that short of things that would make me lose data on my computer. Which I've stated in my OP if you read it.
I appreciate the attempt to help, but I can only repeat what I already posted so many times. In fact, I've gone above and beyond what's posted there, as stated in my post.
This feels as if you were to say to me "I have a problem, here's what I've done" then I don't actually listen to what you've done but proceed to post sources and solutions anyways. Maybe I'm just reading with a frustrated mindset, but I genuinely don't know how I could be much clearer aside from maybe have used the correct term for one steam related thing involving repairing the game.

That was pretty helpful, I had only seen that page for Trails of the Sky. However it still did not work.
At this point I have over a half hour clocked into the game just in the configuration tool. I think even if I get it to work, I will probably end up not having enough time to see if I like it any better than previous games in the series, let alone how well it runs. I think I will just have to go the route of refunding it. Thanks for the effort.
Also don't refund: launch the launcher outside of steam and it won't count towards your 2h while you're doing this.
My issue now honestly is that even if I get the game working, I have a half out of that 2 hour period already gone. I hated Trails of the Sky battle system. It took about 1~2 hour to get into a proper battle in Trails in the Sky. There was a tutorial style one earlier, but if I gave up on every game because the tutorial was awful how many games would be left?
So I wanted to buy this on Steam as opposed to any other system because it would allow me to potentially see if I liked this game any better as I was told it's considerably different in many regards. So now I have a half hour gone, and would have to time crunch, or skip all story and play the battles in a void. I don't even know how long it will take to get to them.
Past that, I've now spent almost 5 hours of my life trying to make this game work, so I would probably end up also taking that frustration into the game even if it got working. I was also concerned about how JRPGs tend to run absolutely awful on computers, but I didn't anticipate it not running at all! Showed me.
I'm pretty sure other people are having this problem, but they just give the generic "game won't start" review and threads. I'm just done. This has been so frustrating and tedious that it would have to be a truly amazing game for me not to take my frustration into playing it.
And for the record, if you're having this issue with MSVCP100.dll, you're going to have problems in other games that use it... of which there are many. Don't blame the game for that.
Similarly, most other people who say "the game won't launch" have screwed up directshow filters installed. That's also not the responsibility of the developers, so it is frustrating to see them taken to task for it.
Now, please confirm to me that you've run both vcredist_x64.exe and vcredist_x86.exe from SteamApps\common\Trails of Cold Steel\_CommonRedist\vcredist\2010\.
If you do this and reboot you should be fine.
Do note that installing the latest versions will not necessarily work; there are some compatibility issues with different versions of vc dlls which while minor occasionally cause issues in certain games.
