Why are things flickering?

Scenes flicker to dead bodies.

Scenes flicker to cars and trees.

The people themselves are flickering.

Why?

I finished all endings and all achievements but still did not get it, you can spoiler everything.

It was the AI that corrupt things and people, and take over everything to be in control. It was an evil AI.

It's an attempt to make the game seem deep. In reality you never learn anything about them and whether anyone is what Tom mentioned only effects the achievement. Quite disappointing really as I was hoping for something more important.
