How do I unlock Omegamon Zwart quest(Culumon Refuses To Help)?

I've Reached level 70 on my Tamer and both Digimon(Agumon black and gabumon black), however, despite that I have not received the quest "Culumon Refuses to help" I was wondering if there's some kind of other requirement I'm missing? like finishing the Adventure story or needing to do some other Jogress quest prior to "Culumon Refuses to help"?
