What is your level? I'm having the same problem, but I think you need level 140+ to use it

you need to be 140+ to get the mission that change the special draw ticket voucher for the one you can use in babel

whats annoying is that they delete them once a month making it pointless to save up. 30 plus draw tickets gone. it's scummy that those under level can't save them up.
