the quest completed suspicious victory

it wont let me finish the quest and its gliched out can someone help me

You're suposed to click on Hayase, then open inventory and right click on memory erasing device (don't remember if that's the right name), then do the same thing on Minnie.
Btw, if you are without the item, open the mission window and on the bottom right corner will be the "give up" option. Then you can try it again.

you have to give up the quest and do it again to recover the items
