The only exp cap they removed (which I'm very glad for it too) was the exp cap on quests, which helps a lot too mostly the daily quests on file island.
But they didn't remove the exp cap on normal leveling aka killing mobs.
Since that promise is written, then they should fullfill it if you ask me.
So:

1.2 : they did with Qinlongmon (or however it is spelled)
1.3 : they still didnt
1.4 : new guild system is still not there, seal system is there

2.2 : if they mean steam, well, they did it...kinda

the drop cap was removed back on December, 2016. only the level cap to get exp is still there.
