Steam is corporate malware, you know that right? Before 2004 there was no DRM you got games with dedicated servers and level editors. If you don't believe me you can check out descent2.de and go pickup QeRadiant for quake 3 engine based games.
There was a massive modding scene in the 90's until the 2005-2006 when steam and mmo's got off the ground - aka corporations stealing games. The internet gave corporations superpowers to take over out machines and remotely control the game application by not giving you the complete game, only the client.
So the game industry and valve have been stealing games for 20 years since 1997. Dedicated servers used to be expected for every game from the 90's to the early to mid 2000's before the public fell for mmo's (aka PC RPG's were rebadged mmo to get the public used to the idea of paying for software you don't own).
The whole point was to get market control and have us captive. They want to be able to push people off the old game and onto new games, they want to control human culture for profit.
Check out lawrence lessig on youtube for more, here's one of his talks on ted. He's also got a book on the copyright cartel trying to capture and monopolize human culture.

1:how much it is wanted.
2:how well were the files and everything needed is encrypted
you can look at mmos most of them either have a major want like og wow did that there were 6+ severs that did not go past as dlc becouse people did not want anything past that point as an example for 1. it was well encrpted but so many people wanted it that some people were able to hack the files like it was nothing after all it is the internet were everything is not safe. and a good example for 2 is runescape private severs there just so many since jagex code was not well hidden.
but seeing as this was a mobile game and most other gamers look down on it i dont think were will be much of a want meaning it depends on how well its encrypted look at clash of clans and idle heroes they both have private severs and there is a few other games that do
Dude wtf you been smoking?! Copyright Cartel, Valve is Corporate Malware? The minute you mentioned you watch Ted Talks immediately discredits your statement altogether & also I see you have a dangerous thinking pattern since you believe in this level of extreme ideology. I could tell you, "Americans are enslaved by their own government and their birth certificate is traded on the stock market as collateral"and you would probably believe it.
Aside from that, the OP's question was derailed completely by your response. My answer is this. No it wouldn't be possible unless a crime team pirates all the assets & it's source code. Mobile games division of Square Enix & the original Mobius Team assigned have since been dispersed to other titles & the director has since said there was no further plans agreed upon by the CEO to continue support for the title. Negotiation has been rumored to be available for anyone interested but it's very complicated to manage & maintain due to the massive collection of IP's involved.
Go get a copy of Unreal gold, Unreal 2003, Unreal 2004, all pre-steam, all can't have their multiplayer shut down because it came with the ♥♥♥♥♥♥♥ game.
Dota 2 is just warcraft 3 multiplayer coded in fraudulent way to split the files between valve and you all so they could use the internet as their own personal mainframe and dispossess the unwashed computer illiterate masses.
You don't grasp "software as service" is the same thing as selling a broken applicaiton with missing files held hostage on a remote corporate server, that used to come inside all games pre-steam/mmo.
As the game is already taken down a private server is extremely unlikely unless someone leaks the game's server source code. Which is extremely unlikely to happen. Otherwise it would have happened already.
Now, data miners have extracted most of the game's assets. As such a dedicated and skilled development team could THEORETICALLY put it all together to re-make the game. That would not truly be the same game, just a new game that looks and plays just like it. Theoretically possible. But that would be a legal nightmare, always only a single cease-and-desist letter away from being shut down. Unless they have official approval of SquareEnix.
All of which is unlikely to happen. Not impossible, but i would strongly advice not to bet on it.
That being said, there is a fan project trying to recreate if not the game, then at least its story sections in RPGMAKER. That would not even be close to being the exact same game, but probably the closest we are gonna get. Not sure how far progressed that project is, though.
