how can I change the money level???
Can the money be adjusted so you can have say 999999 billion or something or is that locked away in the save data?

In Free Farming you can choose the starting amount at the very beginning of the game.

In My First Farm the amount of money is fixed, but you can take a loan from the bank via the tablet (just bear in mind you have to pay back the interest).

No, you can't go that extreme. You can start with up to 200,000.

On Win 10 it's under Users/AppData/LocalLow/Techland

You can unlock everething in the game files, even the DLC's .Just change the min level to 0 and you can also change the price. For the DLC's you also change "isDLC" to false and the "tabsForVehicleDeviceShop" from 7 to :- 0 fot tractors and 1 for combines.
To do this just go to C:\SteamLibrary\steamapps\common\PureFarming\PureFarming_Data\StreamingAssets\XmlFiles and open the relevent files with Notepad++
