Hello, they don't seem to have a mail nor a twitter, but they do have a official website.

By the way, they have already developed a game named "Tropical Liquor" and the Publisher of Monmusu is NekoWorks (if I believe the VNDB page)

So, nop, I don't think it's that strange, only a japanese developer who's not really active on western social media.
