"Cursed with a thirst for the Blood of other vampires, the Banu Haqim stalk the night as judges and lawbringers."
I wouldn't overthink it, though. Here's how Phyre can get into the Camarilla.
Phyre: "I'm an outsider, can I really just join like this?"
Prince: "You can if I say you can."
Done. Quick and clean. Characters are going to react in ways that take care of the needs of the plot as a general rule of writing.
Alternatively, for all we know, Phyre has always been Antitribu and has been in the Camarilla for centuries or something. We do not know.
Also the OP is somewhat inaccurate as the whole clan was infected by the blood curse of the Baali, it just hit the warrior caste first. Vizers and Sorcerer caste only had a better reputation, since they hardly ventured outside of the Ashirra lands. Let alone there is no real way to differentiate cast if you don't already know it, given V5 consolidated Quietis into Blood Sorcery and thanks to the schism there is now a good deal of all castes diasporaed from the Ashirra lands. Let alone for all the harm he's caused Ur Shulgi breaking the Tremere curse does appear to have stabilized things, especially since the worst of the diablerie addict zealots sided with him.
I never said that curse was not affecting the whole clan. I said that Warriors are more susceptible to it due to nature of their caste. It was Warriors who fell to it first, and it is Warriors who suffer from it the most up to this day. And it is one of the roles of other castes to keep Warriors, who are the most numerous caste, in check.
And it is V5 that state in plain words that Cammarila treats the very few Warriors who joined them after Schism as loose cannons and is very mistrustfull of them, unlike the other two castes. When Viziers and Sorcers are treated with respect as a powerfull and usefull addition. The majority of Warriors are split between Sabbat and Ur-Shulgis cult though currently.
Which means the warrior caste in the Cam are the saner ones, who managed their curse better. Plus Banu Haqim along with Lasombara are semi viewed as the replacements for Gangrel and Brjuah in the enforcer roles of Sheriff, Scourge, and Hound(s).
Warriors only exist to fight and kill. That is the purpose they were given as the caste.
Further its a well known issue that many a Sheriff/Hound lean as much leg breaker/enforcer as legitimate law enforcement. Not to mention the that is kind of why you have hounds to fill in, whichever aspects the Sheriff needs help with.
Vizers are also equally artisans as scholars. Let alone the Prince usually doesn't want their enforcers to debate them on the morality of their actions, which is another thing in favor of the Warrior Caste who far more get the concept of shut up and carry out your mission.
