White Wolf Game Studios ended in the early 2000s, as part of the massive rpg industry collapse that happened in that time period.
A new White Wolf subsidy was formed by Paradox Interactive after Paradox purchased the WoD and other IPs from CCP. After mis-steps by the heads of that subsidy, the new White Wolf was absorbed back into Paradox instead of acting as an independent entity.

Is this accurate?
Don't take this for the hard truth, because it's just speculation. However, V5 faced a lot of criticism with the approach that it took then in a supplement to the game they said that the killings and torture of homosexuals in Chechnya was because of a vampire and Paradox the owner of the intellectual property decided to shut down the division that worked with the PnP because of the backlash they faced cause of that (both from players and from Chechnyan officials). I think Modiphus are handling the PnP now though after some restructuring of the leadership.

"Is that why it changed so much." is too vague, you're going to need to be more specific.
As far why the subsidy was ended it was related to that snafu, they put out a public statement, you can read it, and no I don't have a link.
Yes, Modiph and Onyx Path Publishing are making the supplements. Though it should be noted that the plan was always to have certain core books be made in house and have other companies write the supplements. So that aspect of things is "working as intended."
