For a brooding noir detective with a bouquet of addictions and other issues, whose investigation took him deep down the rabbit hole exposing him to all kinds of secrets that tested the very limits of his sanity right before the Embrace, go with Malkavian (invest in Auspex) and, I'd say, the Pioneers.
For a cop who likes kicking a** and taking names a la Bruce Willis and cares more about the spirit of the law than its letter, go with Brujah and the Pioneers.
For a forensic scientist, go with Tremere.
I do agree with Amadeo here that Brujah also sounds like an option. A messy option! I think that the people that your character hunts down might be ...soon willing enough to do whatever you want them to do. Might have to do with the bloodsmear that once was their friend!
Regarding the Camarilla, in the first game they were portrayed as the vampire 'authorities' who were in charge of preserving the Masquerade etc., which I guess is why people associate them with law and order. However the situation seems less clear in Bloodlines 2, and I could see the Unseen being a good choice for a character who cares about justice for the 'little people'. I guess I'll just play it by ear as far as the factions are concerned.
