Did you find the ones behind the Water Treatment Ruins? There are three there and one or two may require you to get on a ledge on the outside of the ruins.
Are there any behind The Trials pyramid? I forgot.
There are also three or four in the flower maze in the north-western corner of the map, by Manny Scripples the Scroll man. An easy way to find them is to jump onto the flower hedges from one of the dead-ends with a tree that's slightly higher up.
What else... Did you look on top of the hill near Fairwillow Grove? I think there was one there.
I've checked the other areas you mentioned, including the top of every hard-to-climb hill. Still looking for two more. Grrr. Thanks for your help and encouragement.

It would be nice to know how this interface actually is meant to work. How is appears to work (through experimentation rather than instruction) is almost enough for me to stop playing the game out of sheer frustration.
I had a firmware problem which stopped me from being able to time my clicks. I eventually solved it. Then I could work the system properly. It let me click when the pointer was at 1 or 2 stars, which gave me 2 or 3 stars which is 1.5x or 2x effectiveness. That's enough to win.
The main secret was to attempt pets on your own level until you've figured out hoe to do it properly. Since you start on level 1 that mens you should attempt level 1 rabbits only. There are some in the strip of land just outside your town's borders. Get at least three of them before you even attempt level 2. You can always release them later. Then get more level 1 things or perhaps attempt a level 2 black bear cub.
For each attempt, first make sounds until you have attention above 70%. You will lose all trust but that's okay. Once you have >70%, keep going for attention until the blue flag has gone. That gives you two or three attempts at petting to gain trust before the blue flag destroys it all. I never used food at all.
By the time you're trying level 3 or 4 animals you'll know exactly how to work the system and it won't be a problem any more.
