Is there a reason I can't buy "The Dark Below" expansion?

I bought the base game and the other 2 expansions, but the 3rd one isn't available for download. Is it still possible to get it?

Edit: I'm in Australia.

Very strange, you are absolutely right and I don't know the reason.
I have submitted the Dark Below DLC for the Australia-store again and it is waiting for Valve to publish it.
