I have playsets of both cards and I've never spent a dime on this game.
Everything I have has been paid for with gold, except for Jekk's Bounty, because I had a code to get it for free.
Exploit is far stronger.
...Big tip that everyone knows already: any non-campaign card can be forged with shiftstone. It's a little expensive for legendaries, but getting a playset of whichever card you're convinced is the ultimate gamebreaker simply isn't hard. You are under no obligation to wait until the RNG hands it to you. (If the one you want is a campaign card, you'll need to hoard gold instead, but the process is still straightforward.)
The problem with making everything OP is that it removes skill from the game and turns it into a dice roll on whether you win or lose. Which gets boring.
