Make sure you remove all spaces (but not the + sign) as well as the extra // in between the http:// and www. I was able to get the file.

Media storage is a Russian free storage of files that do not weigh much.And for files that weigh more than 5 GB, I use the Mega website.

I got it working and used the unpacker to get the files. the extra // is what prevented me

I came back to comment on how creepy Liara's black meld-eyes are, and when I couldn't find this mod in the workshop I remembered that it's not on the workshop, but here.

So this isn't going on the workshop?

Use an unzipper / extractor program (like winzip or 7-zip, if you don't already have a program that does this just search online for opening .zip files) to open the file.

Inside will be a .pack file.

Move that .pack file to the Haydee\Packs directory.

The outfit will then be available in the game in the outfit menu.
