That kinda depends on what you want by create an outfit. Simple texture is easily if that's what you are asking, simply use any photo editor to make texture variations and replace the originals within the outfit folder.
However, if you are wanting to create an entirely different character and replace the default Haydee ingame, that requires you to have at least basic knowledge in 3d modelling and knowledge using the software namely 3dsmax and blender, this 2 software are the only programs that can do the task at the moment.
So, from what you said you are a novice, I think you may have some difficulty getting things done unless you know what you are going to do/doing.
Anyhoo, it's still possible if you are willing to put some research time and study online on how to use blender, there is a pinned topic over at the forum titled

You could start from there and since blender is a freeware available on the internet.

For example, how to resize another model and fit it onto Haydee skeleton?
Scaling models is best done with a desired model that already has a skeleton bones included. Your best option is to look for the meshes available on deviantart or other sources that provides model with bones. You then open the resources files provided by the developer then import the work model into the scene. Locate the root bone of the imported model which is usually at the bottom near the feet, but then that may vary depending on how the mesh was created or ported but usually it's over at the bottom. Click the root bone and select the recale functon, from here on, you need to take reference with the haydee model in the default scene.
Some models when imported are not always in the T pose, so you will also need to use other bones to move affected body parts and align with Haydee model. Haydee model is always your reference be it the body, hands, fingers, head and legs.
