Under the General tab click the Set launch options... button.
Enter the launch options you wish to apply (be sure to separate each code with a space) and click OK.
Close the game's Properties window and launch the game.
-autoconfig - Restores video and performance settings to default for the current hardware detected. Ignores settings inside any .cfg files until this parameter is removed.

-fullscreen - Forces the engine to start in fullscreen mode.
-windowed or -sw - Forces the engine to start in windowed mode.

-w <width> - Forces the engine to start with resolution set to <width>.
-h <height> - Forces the engine to start with resolution set to <height>. This launch option does not need to be set in the presence of -w. The width value will determine the height automatically.

2. Go to your game folder [Steam installation folder]\Steam\steamapps\common
Find the game you want to run in windowed mode and look for the Application to run the game. Right click it and select create shortcut. Right click shortcut and go into properties. Look for the text field "target". At the VERY end of the text inside it put a space after the speech marks (") and write -w.
(If the above method didn't try 3. This method will not open it in proper windowed mode but it will not run it as fullscreen. It will act as windowed fullscreen mode. This is for Windows 8, not sure if it works on lower)
3. In the properties of the shortcut go to the Compatibility tab and look for Compatibility mode. Check the box and open the dropdown menu to select windows 7.
C:\Users\Name\Documents\Argo, open Argo.cfg and change vsync=0; to vsync=1;
