I do not really see the point you want to buy TSW2020 DLC without owning the game, unless something goes wrong in a sale and the discounts are different. So what is the point in your question?
I can recommend the Digital Deluxe or Collectors Edition of TSW 2020, they are often on sale and worth it just from the routes alone. You don't have to install TSW 2020 itself to get the TSW 2 DLC copies.
Should you desire to play the older (static - i.e. no further updates) game, most of the DLCs for the older game will give you free versions of said DLC for the newer game (i.e. purchase for older game and play in both older and newer game for ONE purchase price).
If you do not already own the older game and will NEVER have a desire to play the older game, then you may purchase (all) the DLCs for the newer (dynamic - i.e. still receiving updates) game; howsoever, should you change your mind and desire to play the older game, after purchasing DLCs for the newer game, then you will need to pay a second time for the older game version of the DLCs that go with the older game.
