Same here , i had the same problem the first time i tried it , second time it worked it may of been a bug am not sure am no expert or it might of been a mistake by myself . i just enjoy playing these sort of games , try again dont rush through it and follow the tutorial instructions to the letter and hopefully it will work for you.
Quite possible there is an intermittent bug...maybe I just got lucky having no issues on the 1st attempt.
I'll be keeping an eye on it as I play through the DLC and report back.
--edit--
I found this in the manual:
Quick Start Guide: LIRR M7 EMU
1. Enter the required Cab
2. Turn the master key to activate the control desk
3. Set the reverser to forwards
4. Set the master controller to the Max Brake setting
5. Hold the Charge Brakes button until the pressure exceeds 130psi
6. Set the lights accordingly
7. Apply power with the master controller
OP: You are saying you have the reverser in the Neutral position before you charge the brakes, according to this, you need to have it in the forward position....is this your issue ?
You said you followed the tutorial, so I would assume it wouldn't let you proceed if you didn't have it set to forward, so maybe that was a typo on your part ?
OK, no worries...not that I don't believe you, just offering suggestions and I noticed the OP said he had the reverser in neutral...which would stop the brakes from charging :)
UPDATE:
After a restart scenario worked correctly, typical DTG glitch.
